Central Industrial Security Force, Ministry of Home Affairs, Government of India (CISF) has been working and thinking out of the box to save our soldiers from dying of suicide. According to a report released in July 2018, 50% of jawans die due to family problems. CISF Director General O P Singh then quoted how they were making all efforts and thinking out of the box to prevent their personnels from ending their lives.

To address the problem, the force had constituted an all-jawans ‘leave committee’ in every unit to look into issues related to leaves of the soldiers. The CISF DG being concerned about this situation mentioned a few pointers in his statement. He then said,

You will find that there is stress in the force… all polite, paramilitary and security forces. There are instances of fratricides and suicides. We want to find out ways to stem it.

While interacting with the media, CISF DG also went on to inform accurate statistics and quoted that 50% of suicides of Jawans turned out to be a result of family issues. Singh said,

We have gone for professional studies and have found that in 50 percent of such cases family disputes or problems are the reason. We are making all-out efforts to make the troops stress-free which includes practicing yoga and other exercises. We are also deploying some out of the box thinking in this direction.

He also informed that each person has been instructed to be more interactive with the men and women under their command as there are psychological aspects involved and hence, mandatory steps needed to be taken. DG also quoted,

We know that the society is changing rapidly and such people (with problems) need to be spotted, segregated and counselled. We are undertaking a number of measures to reach out to anyone among us who is under stress or is facing any problems.

OP Singh also said that they wanted to touch the lives of the personnel, stating that clear directions had been issued to supervisory authorities to increasingly “mingle” with their troops and check on their problems and issues. The DG further added that the issue of timely leave is a “big bone of contention” in all police and paramilitary forces. He also stated that the situation in the CISF is nothing but also the same, as the manpower is less and jawans face over-stressed work hours.

Talking about these various challenges, Singh said,

Hence, we have come with the idea of constituting leave committees in all our units. The committee in Delhi Metro is doing well… this committee will ensure that troops prioritise their leave requirements among themselves.

Further explaining the same, he said a jawan who needs leave to attend the wedding of his real brother or sibling will get a priority over the other worker who needs leave to attend the wedding of his distant relative or friend. CISF DG also said,

These are all case-to-case basis selections and this committee will work under the command of the unit commander and the members of the committee will be rotated on a monthly basis.

36-year-old Ashwani Kumar, Police Sub-Inspector (PSI) of the CISF allegedly died of suicide using his colleague’s official pistol at Ukai thermal power station in Tapi district in May this year.

Ukai police sub-inpector SC Parmar said,

Ashwani Kumar hails from Jabalpur in Madhya Pradesh and was posted at Ukai thermal power station since the last two years. We talked to the people known to him and found that he was depressed since the last few days, which may have driven him to commit suicide.

29-year-old CISF constable Suresh Vijay Gaekwad died of suicide using his service gun.
