Amidst state government regulations on Covid2019 prohibiting gathering of more than seven people, Odisha police arrested two youths in Kandhamal district on Monday on charges of organising their marriages and thereby violating the orders.
Police arrested Parameswar Bhukta of Nuapada village in Kandhamal district for organising a marriage reception in which 60 to 80 people were invited. Another tribal youth named Biju Kanhar, from Khajurigaon village under Gochhapada police station too was arrested for taking out a marriage procession of more than seven people. Kanhar’s brother too was arrested.
Besides this, the police also arrested 11 people in Kandhamal district for not downing shutters while five others were arrested in Bhadrak district for not complying with the lockdown.
Lock Down Guidelines
- According to the lockdown guidelines, cases can be registered against a person under section 188 of IPC on charges of violating order issued by the government
- Action can also be taken against people under sections 269 of IPC for a negligent step that may spread infection of any disease dangerous to life
- Arrests can also be made against the persons under section 271 of IPC for knowingly disobeying any quarantine rule
- In such case, the accused may be awarded imprisonment for six months, or slapped with fine or both for the crime, which is non-cognizable
The state government had been appealing to the people not to congregate at a place and avoid gatherings. Besides, it has been urging to postpone all social functions, meetings and celebrations, in the backdrop of coronavirus outbreak.
The state government is working on opening large number of temporary health centres both in rural and urban areas to keep people for quarantine purpose. Efforts are being made for every Gram Panchayat to have at least one building which can accommodate 50-100 persons for quarantine purpose with basic facilities like electricity including back up, water supply, toilet etc. The block development centres have been authorized to spend Rs 10 lakh in blocks and Rs 5 lakh in panchayats for building such centres.
India Lock Down
Thirty states and Union territories declared a lockdown by late evening on Monday as the country recorded its ninth death linked to the highly contagious coronavirus. Overall, 471 people have tested positive for the virus in the country — 75 of them in the last 24 hours. Two persons have died, one in Bengal and the other in Himachal Pradesh.

As reports of infection came in from all the key states, the Centre tightened its clampdown with a ban on domestic flights and warned of legal action against rule-breakers. Punjab, which had thousands of expats heading for home, declared curfew. So did Maharashtra, which has the highest number of COVID-19 cases. In Kolkata, sources said the 57-year-old who died at a private hospital, did not have any travel history, raising concern about the chain of transmission of the virus.
While we are in full support of officers taking stringent actions on every person who flouts the law, especially in the current grave situation, we will question the Gender Bias of arresting only the grooms and not the bride and her family who were an equal party in organising these marriages.
