BJP Government has introduced Child Care Leave (CCL) for all ‘Single Male Parents’ who work as government employees. According to Union Minister Jitendra Singh, the move will encourage single fathers to raise their child alone.
According to Singh, who is Minister of State (Personnel), ‘Single Male Parent’ includes unmarried employees, widowers and divorcees, who may be expected to take up the responsibility of caring for a child single-handedly.
Describing it as a path-breaking and progressive reform to bring ease of living for government employees, Singh said orders regarding the decision were issued some time ago but somehow did not get enough traction in the public domain.
Application For Leave
The minister said an employee on child care leave may now leave the headquarters with the prior approval of the competent authority, according to an official statement. In addition, Leave Travel Concession (LTC) may be availed by the employee even if he is on child care leave, he added.
Leave Grant
Child care leave can be granted at 100 per cent of leave salary for the first 365 days and 80 per cent of leave salary for the next 365 days.
Another welfare measure introduced in this regard is that in case of a disabled child, the condition that child care leave can be availed by the parents only till the child is 22 years of age has been removed.
Child Care Leave (CCL)
Currently, Child Care Leave is generally granted only to women employees. The period of leave can extend upto a maximum two-years during the entire service before their child reaches the age of 18. This is treated as earned leave.
The CCL police for male government employees was passed in 2018 itself, however, the minister said there was not much awareness about the policy.
The aim is to bring ease-of-living for government servants, the minister has said.

We now await a day, when BJP Government will extend mandatory paternity leaves to all Fathers in government as well as private sector, to enable them spend and cherish equal time with their new borns, thereby, partnering in the shared parenting process.
